Sentenced: Lebanon Foster Dad Made Child Porn With Dozens Of Children Over 10 Years

For ten years dozens of children were placed in the home of a Lebanon man who sexually abused them and documented it in hundreds of photographs.

Scott P. Thomas, 55, of the 900 block of Lilac Lane in Lebanon, pleaded no contest to charges of sexual assaulting children, multiple counts and charges for possession of child pornography, as well as a charge for possession of methamphetamine in Feb. 2021, according to court documents.

The charges stemmed from an investigation following a police call to his home for a domestic dispute in Nov. 2019.

It was during that visit to the home, officers were approached by a teenage foster child who told them that Thomas did the following:

  • Molested children
  • Possessed child pornography
  • Created pornographic images with the children
  • Gave the children marijuana
  • Gave the children alcohol
  • Got high on meth. while the children were in the home

All off these accusations became charges, which Thomas later confessed and pleaded guilty to committing.

At least three children were living at the home at the time, all the children had been placed there by the Lebanon County Children and Youth Services.

In the following days, police interviewed two children under 10 who were forced to commit sexual acts with Thomas and told to “keep it a secret.”

One of the children said he assaulted after them after they got home from school each day.

A week later, police obtained a search warrant and seized multiple electronic devices which held 532 images of child pornography. Many of the images were extremely graphic.

The images were of children ranging in age from toddler to teenager, including children he cared for-- one as young as 2-years-old.

He has been sentenced to ‘decades in prison’ according a statement made to media by District Attorney Pier Hess Graf, but the exact sentencing information has not be released at the time of this publication.

Thomas was evaluated as a sexually violent predator by the Sexual Offender Board, which determined he had incurable ‘pedophilic tendencies.’

He must register as a sex offender under Megan's Law for the rest of his life.

He shared his home with his wife Veronica Thomas.

Mrs. Thomas has been charged with two misdemeanors for corruption of minors and furnishing them with alcohol. Her attorney has requested an Accelerated Rehabilitative Disposition.

ARD is a program for first time offenders, if she completes the requested program, the case and charges against her would be expunged from her criminal record.

Her next court appearance has been scheduled for Sept. 22 at 8:30 a.m. with Judge Samuel Kline.
